Engine cooling fan and clima fan speed

Hi hope someone can help me even in English ..

G350d 2016

the engine cooling fan start working even at low temperature and at any moment also right the car start , is it normal the fan is "on" so often ?

also some one notice if the internal clima control fan speed increase power as starting moving and accelerate , like it is speed is inked to the engine rpm ??
